HLL builds and makes investments into real estate in Hertfordshire alongside providing strategic property advice to public sector property owners. HLL is owned by Hertfordshire County Council, and consequently has direct access to surplus or underutilised County land.
In 2018, HLL entered into a Partnership with Morgan Sindall Investments Ltd to deliver on a long term basis, homes across the County to the value of £2bn (nominal 2018).
The Partnership is known as Chalkdene.
In summer 2019, HLL received a significant funding commitment from its shareholder, to enable it to develop smaller housing sites (typically less than 20 homes). HLL is also working with its shareholder to evaluate commercial development opportunities consistent with Hertfordshire’s ambitions of good, sustainable growth; alongside its desire for robust income to support the delivery of local services.
The varied development activity undertaken by HLL provides opportunity to sell, or hold and lease assets. Residential investment provides and opportunity to dovetail social impact investment with robust, often inflation correlated, income returns. Further to this, HLL is evaluating commercial and mixed use investments in Hertfordshire which are supportive of economic growth whilst offering strong income fundamentals.
Numerous opportunities exist within the wider public estate in Hertfordshire to develop land and buildings where the ownership is spread between various parties, but where there isn’t always an obvious organisation to undertake development and investment management activities. HLL is a natural commercial leader of such activity, and is currently working on opportunities within the “One Public Estate” to maximise value whilst being sensitive to the principles of good placemaking, social impact investing and the better provision of local services.
